Controversy Erupts as Dr. Anne Sansa Daly Joins NHIA Board Amid Credential Dispute

Dr. Anne Sansa Daly has been officially appointed to the governing board of the National Health Insurance Authority (NHIA), drawing both public attention and concern due to lingering questions about her medical qualifications.

The new NHIA board was inaugurated at a brief but formal ceremony presided over by the Minister of Health, Hon. Kwabena Mintah Akandoh. In his remarks, the Minister charged the new board to introduce “strategic and innovative measures” to revamp the National Health Insurance Scheme (NHIS), particularly in the areas of financial sustainability and timely reimbursement to healthcare providers.

Board members pledged to restore public confidence in the scheme and prioritize stakeholder engagement to improve access and efficiency. The appointment of individuals with varied backgrounds was seen by many as a bold attempt by the government to inject fresh ideas into the Authority’s governance.

However, the inclusion of Dr. Anne Sansa Daly on the board has stirred a wave of controversy online and within civil society. Critics have questioned the credibility of her title and raised doubts about whether she holds any recognized license to practice medicine in Ghana or elsewhere.

Anne Sansa Daly gained public attention through her regular appearances as a medical expert on GHOne Television Network, where she has consistently been introduced as “Dr.” Sansa Daly. However, a recent investigative piece published by Modern Ghana challenged her professional claims, alleging that she lacks medical registration with the Ghana Medical and Dental Council (MDC) and is also not licensed to practice in the United States.

The MDC has since confirmed that Ms. Daly is not listed among practitioners registered to provide medical services in Ghana. This revelation has fueled demands for greater transparency regarding her academic background and professional certifications.

Civil society activists and watchdog organizations have called on the government to clarify the basis of her appointment, arguing that public health institutions—particularly ones as critical as the NHIA—require individuals with unassailable professional integrity.

The National Health Insurance Scheme plays a vital role in Ghana’s healthcare delivery, providing basic health services to millions. As such, the composition and credibility of its governing board are of great importance. Health policy analysts have noted that the ongoing controversy risks undermining the board’s effectiveness at a time when confidence in public health management is already fragile.

Calls have emerged from some quarters for the Ministry of Health and the Presidency to review Daly’s appointment in light of the issues raised. Others have urged patience, advocating for a fact-based resolution rather than a media trial.

As the new NHIA board settles into its mandate, the spotlight on Dr. Anne Sansa Daly is unlikely to dim soon. With questions about transparency, professional standards, and merit-based appointments dominating public discourse, the government will need to carefully manage the fallout to safeguard the integrity of its health sector leadership.
